The five-day mandate is now largely a large-employer story, with 54% of Fortune 100 employees required in the office five days a week, up from just 11% a year earlier. But the data on whether return to office actually works is starting to tell a very different story than the memos justifying it.<\/p>\n<h2>The Return to Office Mandate Data Companies Don&#8217;t Want You to See<\/h2>\n<p>The most damning return-to-office productivity data so far in 2026 comes from within the U.S. federal government, which enforced one of the broadest and earliest RTO mandates in the country. That last number matters more than any other in this debate: collaboration is the entire justification for RTO, and for most workers, it simply didn&#8217;t move.<\/p>\n<p>An answer to the survey points out the discrepancy between what leadership says and the employee experience. Genuine leadership that actually believes in their people would have asked for some flexibility within the mandate and recognized that real people are paying real costs.<\/p>\n<h2>Is Return to Office Working? What the Broader Data Shows<\/h2>\n<p>When looking beyond a single corporation, you see mixed signals regarding the effectiveness of return-to-office mandates. The implementation of RTO policies increased over the 2025-2026 timeframe largely because the labor market softened, giving employers more leverage to tighten those policies, not because return-to-office had proven itself more effective. In other words, the mandates aren&#8217;t spreading because they&#8217;re working. \u00a0They are growing popular as employees are left with limited choices.<\/p>\n<p>The difference is important to anyone wondering whether RTO mandates really drive productivity.
